East Portland is nationally known as a low-security sector. While there is no longer police presence due to the increased violence leading up to the Turf Wars in 2065, the government periodically sends police and military incursions for reasons typically including (but not limited to) interdicting body trafficking and illegal drugs, weapons, and augmentations.
To call East Portland “lawless” is not entirely accurate. After the Turf Wars, the establishment of syndicates controlling large areas of East Portland prompted the need for the security and policing of their own territories, but—not surprising—areas with gangs outside of syndicate territories tend to have a higher crime & violence rate.
